BSA/Financial Intelligence Officer

SCOPE:

The BSA/Financial Intelligence Officer is responsible for the day-to-day compliance with the Bank Secrecy Act program, as well as the ongoing maintenance, updating and improvement of the program.

The BSA/Financial Intelligence Officer is responsible for developing, implementing, and administering the Bank’s physical security and fraud program. This position serves as the Bank’s Security Officer with responsibility for all programs and policies required by the Bank Protection Act.

ACCOUNTABILITIES:

BSA

• Maintain current knowledge of the Bank Secrecy Act and all related anti-money laundering and OFAC regulations.

• Prepares the annual BSA Risk Assessment.

• Coordinate, and facilitate training programs, sessions, and seminars to educate bank personnel about BSA related compliance requirements and procedures.

• Coordinate the development and implementation of Bank forms, notices, and procedures and monitoring processes for compliance with the Bank Secrecy Act and related regulations.

• Ensure compliance with 314(a) and 314(b) responsibilities.

• Oversee and coordinate the monitoring of account activity for suspicious patterns and activity, conducts suspicious activity report (SAR) investigations, and file SARs when applicable.

• Oversee and responsibility for the review, approval, and filing of all Currency Transaction Reports (CTRs) within required timeframes.

• Research and respond to information requests from FinCEN and other government entities.

• Oversee and responsibility for the review, analysis and reporting of exempt customers.

• Prepare reports for the Board of Directors on a periodic basis and ensure that the Board is kept fully informed of the BSA program, including but not limited to:

a. Reporting CTR & SAR activity to the Board on a periodic basis

b. Training Board members and other senior management on BSA compliance

c. Presenting the written risk assessment and Bank Secrecy Act policy to the Board annually.

Financial Intelligence

Performs daily review, monitoring, and analysis of various reports, logs, and transaction data to identify trends, unusual activity, and monitor large currency activity; determines if transactions are suspicious in nature

• Responsible to maintain the bank’s fraud program and be the point person to investigate all large fraud cases.

• Be the point person for all bank subpoenas, garnishments, and levies.

• Review and monitor the Bank’s debit card fraud.

• Call account officers and employees to request additional information for alerts analysis and investigations.

• Maintain current knowledge of all federal and state laws and regulations, along with the Bank’s policies and procedures.

• Conduct annual branch inspections and prepare executive report of findings to executive management.

• Manage the card access system for employees to access the bank buildings.

• Maintain incident responses, ensuring repeat situations are addressed and escalated as necessary; correct and document any inoperable security systems.

• Serve as a liaison to local, state, and federal law enforcement for all physical security related matters, including, but not limited to, alarm response, off-duty officer coordination, and robbery (and other non-financial related crimes response/follow up).

• Provide security training to the staff.

BSA/Financial Intelligence

• Administers automated BSA/AML/Fraud system, researches and resolves alerts and conducts investigations within the system.

• Assists in preparation and coordination of independent audits and regulatory examinations.

• Responsible to maintain an effective CDD/EDD risk rating and monitoring program to include initial and ongoing assessments and review and analysis of unusual/suspicious account activity.

EDUCATION AND SPECIAL REQUIREMENTS:

• Familiarity with all functional areas of banking.

• Excellent oral and written communication skills.

• Comprehensive understanding of general banking compliance regulations and laws.

• Comprehensive understanding of general banking operations activities, products, and services.

• Ability to proactively identify and assess potential concerns and risks.

• Ability to resolve issues, work independently, and meet deadlines.

• Microsoft Office Suite (Excel, Word, Outlook).

• College degree, or equivalent blend of education and banking experience.

• Five years’ general banking or regulatory agency experience, with an emphasis in BSA compliance and Operations. Previous experience managing High Risk and/or Cash Intensive businesses.

• Previous experience managing a BSA/AML program, and experience with MSB’s and High Risk and/or Cash Intensive businesses.

• Certified Fraud Examiner (CFE), Certified Anti-Money Laundering and Fraud Professional (CAFP), Certified Bank Security Manager (CBSM), or Certified Anti-Money Laundering Specialist (CAMS) preferred.

Must have a valid driver’s license and be willing to travel as business needs dictate.
